St. Clair was born in Warren, Ohio in 1944. After his graduation from high school in 1961, he enlisted in the United States Air Force, was assigned to the Military Air Transport Service, and was honorably discharged in 1965. He attended Kent State University from 1966 to 1974, receiving B.A., M.A., and M.L.S. degrees; in 1985 he earned an M.F.A. (poetry) from Bowling Green State University. In addition to work as a librarian, a bartender, and a writer/editor/indexer (both in-house and freelance), he served as Adjunct Instructor at Kent State University (1981-83), as Intern Instructor at Bowling Green State (1985-86), and as Lecturer at Southern Illinois University (1986-91). In the fall of 1991 he received a tenure-track appointment at Ashland Community College in Ashland, Kentucky (now Ashland Community and Technical College) where he served as Humanities Chair (1998-2004) and directed the Jesse Stuart Writers' Conference (1992-2002). He retired from ACTC in 2010 and lives with his wife Christina in Ashland, Kentucky.
